The Italian Carabinieri successfully dismantled a multi-million euro illicit crypto exchange operation, leveraging advanced blockchain forensic tools to arrest the operator and seize assets.

In a significant breakthrough for blockchain forensics, the Italian Carabinieri have dismantled a sophisticated illicit cryptocurrency exchange operation, leading to the arrest of Franco Lee, a Chinese national. This high-profile operation underscores the growing technical prowess of European law enforcement in tackling complex financial crimes involving digital assets.

Operation Details and Techniques

Between 2021 and 2024, Franco Lee operated an unauthorized financial service primarily based in Rome and Frascati, Italy. The operation laundered approximately €8.8 million through crypto transactions, bypassing financial compliance regulations by charging transaction fees between 5% to 10%. Lee’s network extended internationally, conducting transactions across France, Switzerland, and Spain, and making public appearances at events like “Blockchain Week” in Rome.

The Italian Carabinieri employed advanced investigative techniques to dismantle the operation. By using proprietary scripts alongside Chainalysis tools such as Reactor and Wallet Scan, the Carabinieri’s Cryptocurrency Section was able to map out Lee’s network, identify the flow of illicit funds, and reconstruct fragmented seed phrases, leading to the seizure of a portion of the digital assets, including bitcoin, ether, USDT, and Matic.

International Implications and Precedents

This operation highlights Italy’s proactive approach to combating crypto-enabled crime and the importance of public-private partnerships in securing the digital asset ecosystem. The use of Chainalysis Reactor allowed for detailed network analysis, mapping transactional paths, and identifying the illicit flow of funds across multiple blockchains and exchanges.

According to Major Simone Vecchiarello, Head of the Cryptocurrency Section of the Carabinieri Currency Anti-Counterfeiting Unit, the operation sets a precedent for future investigations. It demonstrates the effectiveness of blockchain forensic tools in de-anonymizing transactions and dismantling criminal networks, despite the pseudonymous nature of cryptocurrency.
