Oracle and NVIDIA are collaborating to enhance sovereign AI initiatives in Abu Dhabi, aiming for a fully AI-native government by 2027, significantly transforming public sector operations.
Oracle and NVIDIA have announced a strategic partnership aimed at advancing sovereign AI initiatives, contributing to the digital transformation of governments globally, including Abu Dhabi’s ambitious plans. The collaboration seeks to leverage NVIDIA’s AI computing platforms and Oracle’s scalable cloud infrastructure to develop secure, AI-first systems, particularly for Abu Dhabi’s Department of Government Enablement (DGE), in collaboration with Deloitte and Core42.
Seamless Integration for Sovereign AI Delivery
The integration of NVIDIA AI Enterprise software with Oracle Cloud Infrastructure (OCI) offers a suite of software tools, libraries, and frameworks that enable rapid development and deployment of AI solutions. This effort aligns with Abu Dhabi’s vision of becoming an AI-native government by 2027, a model that could be replicated globally to enhance AI adoption.
Supported by a 13-billion AED investment, the Abu Dhabi Government Digital Strategy 2025-2027 emphasizes sovereign cloud adoption, full digitization, and automation of government processes. This strategy exemplifies how AI and cloud capabilities can enhance public sector services, such as multilingual AI assistants and intelligent compliance systems.
Crawl, Walk, Run: A Phased Approach to AI Transformation
Since December 2024, DGE has expanded AI-accelerated services across 25 government entities, benefiting over 15,000 daily active OCI users. The phased transformation approach—crawl, walk, run—ensures sustainable growth. Phase 1 involved building core infrastructure, while Phase 2 introduced generative AI into production. Phase 3 aims to develop advanced AI and autonomous workflows, leveraging Oracle and NVIDIA technologies.
Ensuring Compliance and Driving Innovation
The partnership emphasizes data sovereignty, maintaining data within Abu Dhabi while utilizing NVIDIA’s high-performance AI capabilities. Core42’s infrastructure supports OCI Dedicated Region solutions, ensuring sensitive data remains within the emirate. This setup highlights how governments can achieve digital sovereignty without sacrificing innovation.
NVIDIA’s accelerated computing underpins both traditional and advanced AI workloads, with the next-generation NVIDIA Blackwell architecture set to further enhance performance and efficiency in government operations.
Sovereign Blueprint for Future Success
The digital transformation initiative is expected to contribute over 24 billion AED to Abu Dhabi’s GDP by 2027, creating over 5,000 jobs and supporting Emiratisation. Such advancements in sovereign AI, powered by Oracle and NVIDIA, are reshaping government services, offering secure and personalized citizen experiences.
