Gelephu Mindfulness City (GMC), Bhutan's planned financial hub, has partnered with Canadian digital asset manager 3iQ Corp. to manage a portion of its Bitcoin treasury, the partnership was announced on July 30, 2026.
The arrangement is intended to generate returns on sovereign Bitcoin through low-risk, market-neutral strategies instead of leaving the holdings entirely in cold storage. The size of the Bitcoin segment assigned to 3iQ was not disclosed.
Scope and local commitments
3iQ will oversee a segment of GMC's Bitcoin reserves. Beyond portfolio management, the firm plans to establish a physical presence in Gelephu, invest in local talent, and support knowledge transfer to Bhutanese staff. 3iQ's CEO emphasized a commitment to responsible and transparent capital management.
The partnership is being presented as the first recorded instance of a sovereign Bitcoin treasury being managed by an external entity.
Royal allocation and national holdings
GMC's funding has a royal source. In December 2025, King Jigme Khesar Namgyel Wangchuck allocated up to 10,000 BTC from Bhutan's national holdings to support the city's development. GMC is intended to become a digital offshore financial hub, with mindfulness and sustainability as stated guiding principles.
Bhutan's overall Bitcoin position has changed significantly. As of mid-2026, national holdings stood at about 5,600 BTC, down from earlier peaks of nearly 13,000 BTC. The country remains among the top 10 largest sovereign Bitcoin holders, with a population of around 802,000.
3iQ's background
3iQ is a majority-owned subsidiary of Japan's Coincheck Group, giving it ties to an established Asian crypto business.
Risks and what to watch
Market-neutral strategies are not risk-free. They typically depend on counterparties, trading venues, and execution quality, each of which adds exposure that a cold wallet does not have.
The combination of the 10,000 BTC royal allocation and national holdings of about 5,600 BTC also raises questions about how GMC's treasury, the national reserve, and the portion assigned to 3iQ relate to one another.
Observers will be watching how quickly 3iQ builds its Gelephu presence, whether GMC discloses performance or allocation figures, and whether other sovereign Bitcoin holders follow Bhutan's lead.
