Binance founder Changpeng Zhao praised Gulf Binance Co., Ltd., the exchange's Thai partner, for providing liquidity support during a significant cybersecurity incident discovered around October 29-30, 2026. The security breach resulted in estimated losses of approximately $6 to $6.3 billion.
This marks the second occasion Gulf Binance has offered liquidity assistance to the global platform. The first instance occurred following Binance's $4 billion regulatory fine in 2023.
Response and Recovery Efforts
Binance plans to address the losses through its Secure Asset Fund for Users (SAFU), an emergency reserve maintained by the exchange, along with other resources. Stablecoin issuers Tether and Circle have also reportedly frozen stablecoin amounts connected to the incident.
Liquidity support from a well-capitalized partner enables normal operations to continue while larger recovery efforts proceed.
Thailand Operations Status
Binance TH, operated by Gulf Binance, has temporarily paused digital asset deposits and withdrawals while conducting security reviews. Trading and fiat services continue normally.
The platform confirmed that customer digital assets held in Thailand are secure, stored in segregated cold wallets kept offline. This segregation means Thai customer funds are maintained separately rather than pooled with other capital.
Structural Separation
Gulf Binance operates as a joint venture between Gulf Innova, affiliated with Gulf Energy Development, and Binance Capital Management. This structure maintains operational independence between Binance's global platform and its Thai business, which operates under regulation by Thailand's Securities and Exchange Commission.
Outlook
Key questions for global Binance users center on the recovery timeline and transparency. The estimated $6 to $6.3 billion loss will test the depth of available recovery reserves. For Thai users, the segregated wallet structure and joint venture arrangement are designed to insulate the local platform from global platform issues.
