BlackRock's Fink Warns Data Center Moratorium Could Trigger U.S. Recession

BlackRock CEO Larry Fink warned that a U.S. moratorium on data center construction could push the country into recession, citing the sector's outsized importance to economic growth. Speaking to CNBC on Wednesday following the firm's third-quarter earnings report, Fink emphasized that "so much of our economy is based on the build-out of this capex."

The remarks come as data centers have emerged as a contentious issue ahead of elections, with growing local opposition focused on electricity demands, water consumption, and strain on power grids. According to Brookings, at least 100 localities had approved moratoriums by July, while New York paused certain permits for up to a year.

Fink dismissed much of the opposition as "misinformation," arguing that "data centers are not the problem" and highlighting the construction jobs and energy-infrastructure investment the sector generates. Wall Street analysts estimate AI capital expenditures could reach $1 trillion in 2027 and exceed $5 trillion cumulatively through 2030, underscoring the sector's weight in supporting the roughly 3% annualized GDP growth Fink advocates.

Public resistance to new data centers has intensified significantly. An Annenberg Public Policy Center survey found 61% of Americans oppose new data centers in their area, up from 49% in the spring, with majorities across both parties opposing expansion.

Real restrictions have already taken hold across multiple states. New York maintains a moratorium on hyperscale data centers, Texas paused approvals, and cities including Austin and Jersey City have imposed limits. Data Center Watch counted roughly $130 billion in projects blocked or delayed in the first quarter of 2026 alone.

The issue has become an electoral flashpoint, featuring prominently in Ohio's Senate race and prompting significant spending by a super PAC backed by AI industry figures.

For cryptocurrency markets, Fink's warning carries implications given Bitcoin's sensitivity to broader macroeconomic conditions and risk sentiment. Fink, who oversees BlackRock's dominant spot Bitcoin ETF, has positioned himself as a prominent advocate for cryptocurrency as a legitimate asset class.
