Brazil's upcoming presidential election on October 4 has the potential to reshape the country's cryptocurrency policies, with the nation currently ranked as a leader in crypto adoption. Local projections indicate the race may proceed to a runoff, as no candidate is initially expected to secure over 50% of the popular vote.

If President Luiz Inácio Lula da Silva retains his position, analysts expect continued regulatory oversight and compliance requirements for crypto users and institutions. During Lula's tenure, the Central Bank has implemented resolutions to strengthen exchange oversight, while law enforcement agencies have targeted the use of digital assets by criminal groups. A victory for Lula could also provide the support needed to advance a plan to tax stablecoin transactions, a measure previously delayed due to political divisiveness.

In contrast, the potential crypto policy direction under challenger Flavio Bolsonaro remains less certain due to a lack of formal records regarding his stance on digital assets. However, reports indicate that Bolsonaro previously petitioned for the dismissal of criminal charges against two former associates of Glaidson Acácio dos Santos, known as the “Bitcoin Pharaoh,” who orchestrated a large crypto investment pyramid scheme. The petition was ultimately denied by a Superior Court of Justice minister.

While traditional polling shows a close race, prediction markets present a different outlook. Polymarket gives Bolsonaro a 59% chance of winning compared to Lula at 41%, in a market with over $163 million in volume. Notably, the Central Bank of Brazil previously banned prediction markets under Resolution No. 5,298, classifying them as illegal fixed-quota bets.
