Cardano's committee vote to seat four elected Constitutional Committee members has entered its final week ahead of a Sept. 1 expiry, with participating voter groups currently falling short of the required support thresholds.
According to a live CardanoScan reading on Aug. 25, support from delegated representatives (DReps) stood at 41.7%, remaining 25.3 percentage points short of the 67% threshold. Meanwhile, stake pool operator (SPO) support reached 12.0%, leaving a gap of 39.0 points against the 51% requirement. Intersect identified the expiration date as epoch 653.
While figures have risen compared to earlier snapshots from GovTool and Intersect earlier in August, the substantial remaining deficits leave the outcome uncertain before the deadline.
Potential Impact of a Failed Vote
If the proposal times out without approval before Sept. 1, the committee will drop from seven active members to three, falling two seats short of Cardano's five-member minimum floor. Under CIP-1694, an undersized committee cannot ratify governance actions requiring its approval, which would create a governance bottleneck. However, the operating network remains separate from this constraint, meaning blocks will continue to be produced and transactions processed.
Intersect has noted that paths to restore governance would remain available in an undersized-committee state, including Info Actions and Update Committee actions to refill seats, alongside motions of no confidence which are exempt from committee approval under CIP-1694's ratification table. Nevertheless, Intersect warned that any break in governance continuity could slow progress toward the planned Dijkstra hard fork.
