Celestia's TIA token traded at approximately $0.48 on September 23, representing an 11% increase over the previous 24 hours, following the protocol's release of an updated Sustainable Blob Economy governance package on September 22.

The proposal addresses a fundamental challenge for data-availability platforms: whether Celestia can maintain affordable blockspace pricing while generating steady protocol revenue from rollups and other users.

The Governance Proposal

The forum package consists of six proposals with a combined expenditure ceiling of $1.5 million. The phased approach begins with a $225,000 feasibility-and-design phase, followed by an $825,000 implementation-and-integration phase, and concludes with a $450,000 independent review and pilot preparation phase.

The proposal aims to introduce paid capacity commitments that would give clients priority service under certain conditions, as well as bonded services including archival retrieval and relay monitoring. A key objective is determining whether protocol revenue could offset part of TIA token issuance.

The proposal defines revenue strictly, excluding refundable customer funds, provider collateral, and payments made solely in TIA. Revenue must be routed to validator security through enforceable on-chain mechanisms to provide lasting token demand.

Current State and Recent Changes

None of the proposed changes have been implemented or approved. However, Celestia has already reduced token issuance. Following the adoption of upgrade v6, CIP-41, TIA inflation decreased to approximately 2.5% in November 2025 and continues to decline by 6.7% annually until reaching 1.5%.

Current usage provides a foundation for testing the blob economy model. According to the Celestia Data dashboard, 55 networks use Celestia, with over 4,100 GB of data posted to date. Historical revenue totals approximately 437,000 TIA, with around 6,500 TIA earned in the last month.

Competitive Advantages and Challenges

Celestia's primary competitive advantage is cost. As of September 22, Celestia's 30-day average data-availability cost was $0.0188 per MB, compared to $0.0325 for Ethereum blobs and $0.0363 for EigenDA.

The protocol announced Fibre in January, technology capable of processing up to 1 TB/s across 500 nodes, designed to support applications requiring abundant, affordable blockspace.

A core challenge confronting Celestia mirrors a broader market dynamic: increased blockspace abundance can drive fees lower, reducing per-transaction revenue. Following Ethereum's May 2025 Pectra upgrade, which doubled blob throughput, blob rollup fees dropped nearly 100% from an average of $16,250 per day, according to Galaxy Research.

Celestia's approach involves maintaining affordable base data-availability pricing while introducing premium services and higher-value guarantees to generate sustainable revenue.

The feasibility phase represents the first concrete test of whether Celestia's blob economy model can transition from governance proposal to sustainable business model.
