Circle's wrapped Bitcoin product cirBTC launched on Ethereum with institutional-grade infrastructure but has struggled to attract significant adoption. An Aug. 27 reserve panel showed just 40.02 cirBTC outstanding, approximately 11 weeks after launch, supported by 42.51 BTC in reserve across 14 disclosed Bitcoin addresses—representing 106.2% coverage.

The modest float contrasts sharply with established competitors. WBTC held 116,499 BTC outstanding, while Coinbase's cbBTC maintained 98,668 BTC across multiple blockchains, making cirBTC's supply roughly 2,900 times and 2,400 times smaller respectively.

cirBTC arrived with deliberate institutional credentials. Circle International Bermuda Limited serves as the legal issuer, while Circle National Trust—a federally chartered trust bank that received final approval from the Office of the Comptroller of the Currency in July—holds the underlying Bitcoin as custodian. An eight-decimal ERC-20 token manages the Ethereum representation.

Direct minting and redemption through Circle Mint are restricted to eligible institutions, while secondary-market users can trade the ERC-20 token on public exchanges. This selective access model differs from competitors already integrated into established exchange, wallet and lending networks.

Public market data highlighted the adoption gap. DefiLlama showed WBTC trading at approximately $110.49 million in 24-hour volume with $3.12 billion in maximum observed lending exposure, while cbBTC recorded about $338.55 million in volume and $2.817 billion in maximum lending exposure. CoinGecko's verified cirBTC contract page showed no tracked 24-hour trading volume or liquidity. A pending Aave governance proposal aimed to add cirBTC as collateral, though live support remained unconfirmed as of late August.

Circle's broader platform supports the wrapped Bitcoin product. The company reported $73.3 billion of USDC in circulation at the end of the second quarter and $14.8 trillion in USDC onchain transaction volume during the period. CEO Jeremy Allaire described Circle as having built "the platform for the internet financial system," referencing the company's trust charter, USDC stablecoin and planned Arc network.

Arc, a settlement network combining Circle's custody, stablecoin and wrapped Bitcoin products, was scheduled for public mainnet launch on Sept. 16 with participation from more than 100 builders and major financial and payments companies validators. The timing remained unconfirmed for cirBTC's day-one availability on the mainnet.

Circle positions wrapped Bitcoin as "strategically neutral," arguing that independence from affiliated exchanges or lending protocols reduces conflicts of interest. However, Circle-affiliated entities control issuance, custody, direct redemption and distribution, while the company also supplies USDC liquidity and is building Arc—concentrating operational control despite claims of commercial neutrality toward third-party venues.

The reserve panel validated backing at the Aug. 27 snapshot but exposed a broader challenge: institutional infrastructure alone has not driven adoption. Sustained growth will depend on whether venues, protocols and customers find comparative utility in cirBTC relative to established alternatives.
