Cloudflare CEO Matthew Prince has quantified the technical challenge posed by AI agents consuming web content at scale. Speaking on the Bankless podcast on May 25, 2026, Prince said any micropayment system built for AI agents would need to process 10 million transactions per second on day one, potentially scaling to 100 million TPS as bot traffic grows.

For comparison, Visa processes around 18,000 TPS. Prince is describing a payment network hundreds of times larger than one of the world's largest card networks, designed for purchases worth fractions of a cent.

The Technical Foundation

Prince's argument rests on a straightforward observation: AI agents are scraping and consuming web content at a scale the internet was never designed to handle. This shift threatens the ad-funded model that sustains publishers, since machines do not view advertisements the way humans do.

His proposed solution is to enable AI agents to pay directly and automatically for consumed content. Cloudflare handles approximately 500 million requests per second across its network. Prince estimated that between 1% and 10% of that traffic could be monetizable, a calculation that yields a 5 million to 50 million TPS range for a mature payment system—placing the 10 million TPS launch target firmly within this band.

The x402 Protocol and Monetization Gateway

Cloudflare is building infrastructure to address this challenge in partnership with Coinbase. The centerpiece is the x402 protocol, which repurposes HTTP status code 402, "Payment Required," for micropayments. The code has existed in the HTTP standard for decades as a reserved placeholder for digital payments but remained largely unused.

x402 assigns this dormant code a new function. When an AI agent requests a page, API, dataset, or tool behind a paywall, the server responds with a payment request. The agent pays and gains access automatically, with no human intervention required.

Payments under x402 settle on-chain in under a second and cost fractions of a cent, using stablecoins for near-instant settlement and minimal fees. Cloudflare launched the Monetization Gateway in beta on September 30, 2026, enabling AI agents to automatically pay for web pages, APIs, datasets, and tools.

Prince explained the choice of stablecoins over conventional payment infrastructure: legacy financial systems carry fixed fees that make sub-cent transactions uneconomical. Processing fees must be smaller than the transaction value itself for this model to work.

Timeline and Adoption Questions

AI bot traffic is expected to surpass human traffic by mid-2027, transforming a theoretical publisher problem into a practical revenue issue. Cloudflare observes bot traffic patterns at a scale few companies can match, positioning it uniquely to understand this shift.

Successful adoption depends on both publishers opting in and AI companies agreeing to pay. The gap between the beta launch and production capacity to handle tens of millions of transactions per second remains substantial. Transaction volume growth and adoption rates for x402 and the Monetization Gateway will determine whether the protocol becomes a standard or remains niche.
