Coinbase CEO Brian Armstrong recently noted that regulatory clarity for the cryptocurrency industry is approaching regardless of the outcome of an upcoming legislative vote. According to Armstrong, clarity will arrive either through a Senate vote scheduled for September 15 or via new federal rules expected the following day.
The Digital Asset Market Clarity Act cleared the House of Representatives in 2025 by a 294-134 margin before stalling in the Senate. In the Senate, a cloture vote requires 60 votes to proceed. Senate Majority Leader John Thune filed the cloture motion, setting up the procedural vote for September 15.
If the legislative effort stalls, federal regulators have alternative measures prepared. CFTC Chairman Mike Selig has planned new crypto rules for September 16, directing staff to develop a crypto asset market registration category. Additionally, the CFTC and the SEC have collaborated on Project Crypto since January and published a joint interpretive framework in March to categorize digital assets.
Alongside his comments on regulation, Armstrong also shared a long-term outlook during an appearance on Fox Business's Varney & Co., stating that bitcoin could reach between $300,000 and $400,000 by 2030, driven by factors such as institutional adoption, fixed supply, and improving regulatory certainty.
