DogeOS Launches EVM Testnet to Bring Smart Contracts to Dogecoin

DogeOS launched a public testnet on Wednesday, September 30, bringing Ethereum-style smart contracts to the Dogecoin network. The initiative aims to expand Dogecoin's functionality beyond standard payments and trading, positioning it as programmable capital for decentralized applications (dApps).

The new testnet, named Chikyū, functions as a zero-knowledge roll-up compatible with the Ethereum Virtual Machine (EVM) and utilizes Dogecoin for transaction fees. While applications are built on top of the roll-up layer, the base chain of Dogecoin remains unchanged.

According to DogeOS, the application layer allows Ethereum developers to build using familiar code, dependencies, wallets, and tools. The network is designed to support various use cases, including decentralized finance (DeFi) lending, trading, stablecoins, prediction markets, and gaming. However, the developer testnet is still in an early phase, with its user manual listing dApps as coming soon.

Jordan Jefferson, CEO of DogeOS, stated that the team is focused on the public testnet to give developers time to build and test applications while the network is validated. Mainnet timelines will be shared as future development milestones are reached.

Security Model and Infrastructure

Currently, the DogeOS network operates with certain trust assumptions rather than being entirely trustless. It relies on a trusted execution environment (TEE), validators, and a permissioned sequencer. Because the Dogecoin base chain cannot yet verify zero-knowledge proofs directly, the bridge currently depends on valid proofs, a majority of validator signatures, and a TEE signer.

To address this, the DogeOS team has proposed an upgrade to the Dogecoin Core software that would enable ZK proofs to be validated directly on the base chain. Until such an upgrade is implemented, the system will continue to rely on its current trust assumptions.

Market Context and Alternative Utility Efforts

Dogecoin maintains a broad user base, with BitInfoCharts reporting approximately 8.5 million addresses holding a positive balance. As of October 1, CoinGecko data showed Dogecoin's market capitalization at roughly $14.7 billion, with the token trading around $0.0945 following a modest 0.3% price change over a 24-hour period. By comparison, established EVM rollups feature significant DeFi liquidity, with DefiLlama reporting approximately $6.3 billion on Base, $1.4 billion on Arbitrum, and $487 million on OP Mainnet.

Broader industry concerns regarding new infrastructure were highlighted in a July BIS bulletin, which warned that the proliferation of Layer 1 and Layer 2 networks can fragment liquidity and introduce additional trust, governance, and operational dependencies through new bridges.

DogeOS is not the only project attempting to increase Dogecoin's utility. In June, House of Doge partnered with Paxos to connect Dogecoin to the custody and brokerage infrastructure used by platforms such as PayPal, Venmo, and Interactive Brokers. While projects like House of Doge and Paxos focus on payments and accessibility, DogeOS centers its efforts on programmability and smart contract capabilities.
