ECB Launches Pontes, a Settlement System for Tokenized Assets in Central-Bank Money

ECB Launches Pontes, a Settlement System for Tokenized Assets in Central-Bank Money

The Eurosystem launched Pontes on Monday, providing banks with a live settlement route for tokenized assets using central-bank money. The system connects distributed-ledger market platforms with the Eurosystem's existing TARGET settlement services, enabling tokenized securities transactions to complete using euro central-bank funds.

An initial group of participants has completed onboarding, including Deutsche Bank, Santander, Société Générale, and the European Investment Bank, alongside distributed-ledger operators such as Clearstream, Axiology, Cashlink, and SWIAT. Additional institutions are expected to connect in the coming months.

Pontes addresses a significant obstacle in wholesale markets: access to risk-free settlement money. The Eurosystem's 2024 DLT trials found that both public and private-sector participants viewed such access as critical to wider adoption of securities on distributed ledgers. The system launches with limited services and will expand functionality and operating hours over time, with full implementation targeted for 2028.

The European Central Bank has simultaneously begun preparations to invest a portion of its own funds in tokenized securities, with those purchases set to settle through Pontes. Initial purchases will focus on euro-denominated tokenized securities issued by euro-area central governments, regional governments, agencies, and European supranational institutions. The ECB's own-funds holdings were worth €23.1 billion at the end of 2025, with government debt representing 73 percent of the portfolio.

The central bank intends to use the investment program to gain experience across trade execution, settlement, technology systems, and portfolio management. The ECB has not disclosed the size of the tokenized allocation or when purchases will begin.

Pontes arrives well ahead of Europe's consumer-facing digital euro. The ECB plans a 12-month retail pilot beginning in the second half of 2027 and targets a potential first issuance in 2029, subject to adoption of necessary legislation. The two initiatives demonstrate Europe advancing central-bank money deeper into digital infrastructure on separate paths.

The commercial test now depends on transaction volume. Institutions already onboarded must decide which tokenized securities and workflows to route through Pontes, while additional banks and market operators evaluate connections over the coming months. The ECB's eventual allocation will signal the pace at which Europe's new settlement rail progresses from available infrastructure to regularly used market.
