The Ethereum Foundation has identified two Ethereum Improvement Proposals (EIPs) as essential for the Hegotá upgrade, narrowing the scope of planned changes to the network.
The Foundation's Protocol cluster evaluated 62 proposed EIPs with input from approximately 60 researchers and engineers. This marks the first time the cluster has published a unified ranking of proposals rather than separate assessments from individual teams.
Two Core Proposals
The two designated "must ship" proposals are EIP-7805 (FOCIL) and EIP-8141 (Frame Transactions), identified as the consensus and execution-layer priorities for Hegotá.
FOCIL is designed to enable users to have eligible transactions included without depending on centralized block builders, strengthening Ethereum's resistance to transaction censorship. Frame Transactions would introduce native account abstraction and create a path toward post-quantum authentication. The proposal could also provide protocol-level building blocks for privacy applications when combined with companion proposals.
The Foundation stated that if either proposal faces risk, Hegotá's schedule should adjust rather than dropping the proposal.
Additional Proposals and Timeline
Beyond the two headline proposals, the Foundation placed 15 proposals in its A-tier category, meaning they are expected to ship unless development or testing constraints prevent inclusion. Eight proposals remain candidates for inclusion, seven were placed below the line but not ruled out, and 28 were declined. Two proposals remain unranked pending mainnet data from Glamsterdam, the Ethereum upgrade preceding Hegotá that focuses on scalability improvements.
According to the Foundation, client teams could begin implementing Hegotá in late 2026 following Glamsterdam. Ethereum's most recent major upgrade, Fusaka, launched on December 3, 2025, introducing scaling and usability improvements including PeerDAS as its headline feature.
