The European Banking Authority has designated USDC as the EU's first significant e-money token under MiCA, establishing an additional layer of supervision for Circle Internet Financial Europe SAS, the entity issuing the token within the bloc.
The classification was announced on October 14. Beginning November 12, the EBA assumes direct responsibility for specified prudential areas of USDC supervision, while France's ACPR retains oversight of other functions.
Supervisory Framework
The EBA will oversee own funds, reserves, liquidity, and recovery or redemption planning. The ACPR will continue supervising governance, outsourcing, and the suitability of key personnel. This division reflects the multifaceted nature of stablecoin risk management.
According to the EBA, 45 e-money tokens had been notified under MiCA, with USDC being the first to reach the threshold for significant classification. The designation represents a milestone in Europe's crypto regulatory framework rather than marking a new stablecoin launch.
Implications for Risk Management
Stablecoin stability depends on factors beyond daily peg maintenance, including redemption pressure, the liquidity of backing assets, and operational resilience during periods of elevated withdrawal demand. The significant-token designation subjects USDC to heightened scrutiny in these areas.
For European financial institutions evaluating USDC integration, a clearer supervisory structure may streamline due diligence. However, the designation does not eliminate market, custody, or operational risks and should not be interpreted as a guarantee of redemption under all scenarios. MiCA establishes a framework for managing such risks but does not eliminate them.
