A cybercriminal group has claimed responsibility for compromising the FBI's FBIJobs.gov recruitment portal, exposing personal information belonging to thousands of FBI employees. Reuters independently verified details for over 22 individuals from a 5,000-line sample of the alleged data trove, which hackers claim represents only a fraction of a 2-3 terabyte collection.

The breach is particularly sensitive because the exposed information appears to link named staff members to intelligence activities. Reuters found individuals connected to assignments concerning Russia and China, as well as surveillance and human intelligence functions.

What Data Was Exposed

The FBIJobs.gov portal and its Candidate Gateway store what the FBI classifies as "sensitive but unclassified" information, according to the bureau's Privacy Impact Assessment. This includes names, Social Security numbers, dates of birth, citizenship status, gender, and veterans-preference eligibility. Existing FBI employees also use the system to apply for internal positions through accounts linked to bureau HR systems.

Uncertain Cause of the Breach

The FBI has not yet determined whether the compromise occurred through its own systems or a third-party vendor supporting the portal. The recruitment platform relies on Oracle PeopleSoft, Oracle Database, and Drupal.

While Google's Mandiant previously linked the ShinyHunters group to attacks on Oracle PeopleSoft systems exploiting CVE-2026-35273, a critical vulnerability rated 9.8 out of 10, there is no public evidence connecting this vulnerability or group to the FBIJobs.gov breach.

Risks of Exposed Personnel Data

The combination of employee identities with role and assignment information creates heightened security risks. Stolen personal data can facilitate phishing, account takeover, and social engineering attacks, particularly when attackers know the targets' job functions.

A Verizon 2026 Data Breach Investigations Report, based on analysis of over 31,000 security incidents and 22,000 confirmed breaches across 145 nations, found that vulnerabilities initiate breaches in over 31% of cases. Beyond the initial breach, stolen data is frequently exploited in follow-on attacks.

Industry Response and Investment

The broader cybersecurity industry is responding to rising threats. The World Economic Forum found that 94% of surveyed leaders expect artificial intelligence to be the biggest driver of change in cybersecurity, while 87% identified AI-related vulnerabilities as the fastest-growing cyber risk. Gartner projects worldwide AI spending will reach $2.67 trillion in 2026, with $51.35 billion dedicated to AI cybersecurity.
