The U.S. Federal Bureau of Investigation (FBI) has launched "Operation Blackout," a coordinated crackdown aimed at dismantling international scam compounds that target American citizens through online fraud.
Scope of the operation
According to an FBI statement, the compounds operate in Southeast Asia, Africa and the Middle East and function like small towns, providing housing and other facilities for the operators. The criminal syndicates behind them use fake investment platforms, online impersonation and other digital schemes to defraud victims.
Seizures and arrests
The FBI, together with the Department of Justice and U.S. Attorney’s Offices, reported seizing more than $17 billion from these fraud centers. In related actions in Ghana and Nigeria, authorities have arrested approximately 300 individuals and seized an additional $15 million linked to scams targeting senior U.S. citizens.
Additional concerns
Law enforcement officials noted that some compounds may involve human trafficking and forced labor, with trafficked individuals potentially coerced into contacting victims online. Officials also warned that dismantling physical facilities alone may not eliminate the threat, as criminal networks can relocate and rebuild their infrastructure across borders.
Related cryptocurrency actions
Separate reports indicated that U.S. authorities have frozen nearly $1 billion in cryptocurrencies and shut down more than 500 fraudulent websites as part of broader efforts to combat overseas crypto scams.
