GenLayer announced that its Internet Court, an AI‑powered dispute‑resolution platform, is slated for mainnet launch in the fourth quarter of 2026.
How the system operates
When a dispute is submitted, it is assigned to a randomly selected jury of five GenLayer validators, each running a different AI model. The design intentionally mixes models to avoid reliance on any single model’s biases. If a ruling is contested, the jury can expand, with research indicating the panel may grow to as many as 1,500 validators during escalation.
GenLayer describes this approach as “Optimistic Democracy,” where an initial answer is accepted unless challenged, prompting a larger review.
Intelligent Contracts and GenVM
GenLayer’s contracts, termed “Intelligent Contracts,” can interpret natural language, retrieve web data, and make subjective judgments. These contracts run inside a custom environment called GenVM, which supports large language model functions, contrasting with deterministic standard smart contracts.
Testnet performance
On the Bradbury testnet, the Internet Court processes between 12,000 and over 25,000 adjudicated decisions daily and handles roughly 300,000 transactions per day. About 70 professional validators are active, and the architecture is designed to scale to 1,500 validators.
Token and consortium
GenLayer is developing the GEN token with an approximate genesis supply of 4.2 billion. The token will be used for staking, gas fees, and governance, effectively pricing participation in the validator jury.
The project originated as YeagerAI in 2024 and has assembled a consortium of 27 to 35 entities, including OKX, ConsenSys/MetaMask, and ZKsync. The consortium aims to establish an open Internet Court standard for agentic commerce, covering contracts, payments, and identity management.
Implications
The launch targets a future where AI agents negotiate, sign, and settle agreements with minimal supervision. A validator pool of up to 1,500 diverse models is intended to enhance security against attempts to manipulate outcomes.
