Payward, the parent company of Kraken, has received in-principle approval from the Astana Financial Services Authority to license Payward Kazakhstan in the Astana International Financial Centre, the company said in an October 22 announcement.
The preliminary approval covers operating a digital asset trading facility, dealing in investments as principal and agent, and digital asset custody. Payward also said Kazakh traders would gain access to its global order books. The company did not provide a date for the local service to open.
Approval Is Not a Completed Launch
AFSA's authorization guide says in-principle approval sets out conditions and recommendations an applicant must satisfy before receiving a license. The process can involve establishing a legal entity, injecting capital and resolving other regulatory matters. Applicants must also demonstrate sufficient financial and human resources, systems and internal controls for the activities they propose, according to the guide.
Payward's announcement does not disclose the specific conditions attached to its approval. The approval therefore indicates progress through the licensing process, not that every planned product is already available or that the same permissions apply outside the AIFC. Customers would need to know which local entity provides a service and what that entity is licensed to do.
Multiple Permissions, Different Risks
The proposed combination is commercially significant because an exchange can serve more than one function. Trading brings buyers and sellers together, dealing permissions concern how the firm participates in transactions, and custody concerns responsibility for customer assets.
Those functions may sit behind a single app, but their risks differ. A competitive execution price says little about how a withdrawal dispute would be handled, just as a strong custody arrangement does not guarantee a deep trading market. Access to wider order books could be useful if the eventual service connects local demand with more counterparties, but that potential should be assessed through actual execution quality, fees and withdrawal arrangements once services are available.
For traders considering Bitcoin or other digital assets through the planned operation, the next concrete milestone is the final license and a clear description of the products, eligible customers and opening date.
