A review of leaked documents by The Guardian has revealed that Sports Information Services (SIS)—a content supplier majority-owned by the parents of Ladbrokes, William Hill, and Betfred—signed a revenue-sharing agreement with offshore operator Santeda in 2022. The documents surfaced as part of the “Casino Secrets” data leak originating from Curaçao’s gambling regulator.

According to the 17-page contract dated October 2022, SIS agreed to license its racing channels, data, and esports feeds to five Santeda-run sites, which include the brand Mystake. In exchange, SIS received an 18% cut of gross gambling revenue on racing products and 13% on esports. The agreement was structured to run for two years with automatic renewal until terminated by either party.

While the contract prohibited the use of SIS content in the United Kingdom, and Santeda holds a Curaçao license rather than a UK one, previous investigations indicated that Santeda-run sites have targeted UK gamblers. Additionally, Santeda filings included a crypto risk policy requiring wallet screening for deposits and withdrawals.

SIS declined to comment on whether the contract remains active or how much revenue it generated. However, a spokesperson stated that all customers agree to offer SIS products only where legal, and that the company takes corrective action upon discovering breaches. Companies House filings indicate that SIS shareholders have received at least £37 million ($49 million) in dividends since the deal was struck.

Representatives for Ladbrokes owner Entain stated they were not party to the commercial arrangements made by SIS and have raised concerns with the supplier. Industry figures and anti-gambling advocates have criticized the arrangement, pointing out a contradiction as major UK bookmakers frequently warn regulators that tighter rules and taxes risk driving consumers toward unlicensed offshore platforms.
