Low East Coast Diesel Stocks Could Sustain Fuel Costs Through Winter

The U.S. Energy Information Administration expects East Coast diesel and heating-oil inventories to remain unusually low through the winter season, potentially sustaining elevated transport and household heating costs.

In its October 6 outlook, the EIA reported that September distillate stocks were 32% below their 2021–2025 seasonal average and forecast inventories to stay 20–30% below the five-year seasonal benchmark through winter. Limited local refining capacity leaves the region reliant on Gulf Coast shipments and imported fuel, which typically accounts for about 15% of East Coast consumption from December through February.

Low global fuel stocks could complicate replenishment efforts during the winter months, the EIA indicated.

Crude Relief May Not Translate to Fuel Savings

While crude oil prices eased in late September, the monthly average rose, and lower crude prices do not necessarily result in cheaper refined fuel. The EIA projects U.S. retail diesel will remain above $4 per gallon through next year, with low regional inventories expected to sustain the wholesale fuel premium over crude, known as the crack spread.

National retail diesel prices have already shown some relief, falling to $6.199 per gallon on October 5 from $6.529 on September 21.

Mixed Signals in Regional Supply

East Coast import data presents a mixed picture. Imports averaged 84,000 barrels per day in the week ending October 2, up from 56,000 barrels in the comparable year-earlier week but below the 103,000 barrels recorded the week prior. Regional distillate stocks declined slightly to 21.7 million barrels from 21.9 million barrels the previous week.

Heating oil supplies boilers and furnaces, while diesel powers freight trucks and trains. Persistent fuel costs can directly affect household expenses and add to the cost of moving goods across supply chains.

The September Cass freight index report noted spending acceleration driven by shipments, rates, and fuel surcharges, though spot trucking rates showed modest declines while the broader contract market continued adjusting higher, indicating uneven freight-cost pressures.

The EIA's forecast was finalized October 1. More robust regional stock builds, stronger fuel replenishment, and lower freight fuel charges would weaken the winter inflation outlook, particularly if relief extended to broader price and financing expectations.
