Ripple Chief Legal Officer Stuart Alderoty has taken a direct approach with senators who remain undecided or opposed to the CLARITY Act, asking them to meet ordinary cryptocurrency holders before casting their votes.
Instead of deploying standard lobbyists or exchange executives, Ripple's legal team has encouraged lawmakers to meet local constituents who own digital assets. The strategy aims to shift the perspective of a bloc of senators who may not realize the diversity of digital asset users within their own voting districts.
To support this push, Ripple has pointed to demographic data, noting that the United States has approximately 67 million crypto holders. According to the company, this group includes teachers, nurses, veterans, construction workers, and parents, with roughly a third being women and an equal proportion spread across age groups over 55 and under 25. Ripple also cites 232,000 crypto-adjacent jobs in the U.S. that generate around $55 billion in economic activity.
The upcoming September 15 session involves a cloture vote on the motion to proceed, which requires at least 60 senators to agree to begin debating the legislation. The CLARITY Act aims to establish a federal market-structure framework for digital assets, dividing oversight between the Securities and Exchange Commission and the Commodity Futures Trading Commission, giving the CFTC exclusive jurisdiction over digital commodity spot markets.
The bill previously cleared the Senate Banking Committee by a 15-9 vote in May, and Republicans released updated text in July. However, opposition from a group of seven Democrats who view the draft as short on ethics has left the path ahead uncertain as lawmakers prepare for the vote.
