Ripple has obtained final federal approval for its national trust bank. The Office of the Comptroller of the Currency granted full authorization to Ripple National Trust Bank (RNTB), completing a process that began with conditional approval in December 2025.
RNTB, a New York-based national trust bank with charter number 25364, will serve two primary functions. It will manage the reserves backing RLUSD, Ripple's US dollar stablecoin, and provide custody and fiduciary services to enterprise customers holding digital assets. The bank's operations are limited to fiduciary activities—it will not accept deposits or make loans.
RLUSD was previously issued by Standard Custody & Trust Company, LLC, regulated by the New York Department of Financial Services. With the new charter in place, the stablecoin's reserves now fall under oversight from both the OCC and the NYDFS.
The approval follows the enactment of the GENIUS Act in July 2025, which established a federal framework for US stablecoins. The OCC granted conditional approvals to multiple digital asset firms on the same day in December, including Circle, Paxos, and BitGo. Circle's proposed entity is called First National Digital Currency Bank.
The dual regulatory oversight is expected to strengthen confidence in RLUSD. The charter also expands Ripple's business beyond its own stablecoin, placing it in direct competition with custody providers like BitGo and Paxos, as well as Circle, whose USDC has been the institutional compliance standard. However, the fiduciary-only scope limits RNTB's growth potential, as the bank cannot develop a lending business or accept deposits.
