Ripple Receives Final OCC Approval for National Trust Bank

The US Office of the Comptroller of the Currency (OCC) has granted final approval for Ripple National Trust Bank, according to an announcement by Ripple CEO Brad Garlinghouse. The approval provides Ripple with a federally supervised platform for its RLUSD stablecoin and custody services for digital assets held by enterprises.

The new bank is designed to manage the reserves supporting RLUSD and to act as collateral trustee for token holders, according to Jack McDonald, Ripple's SPV for Stablecoins. The institution will operate under federal banking supervision and provide regulated custody services.

Ripple first received conditional OCC approval for the charter in December 2025. Circle received similar conditional approval in the same round, while BitGo, Fidelity, and Paxos converted their state-chartered trust companies to the federal system. Comptroller Jonathan Gould stated that each application underwent rigorous review and that applicants had additional conditions to meet before becoming fully operational.

Stuart Alderoty, Ripple's chief legal officer, emphasized the company's long-standing decision to "build within the regulatory perimeter, not around it." He noted that clear rules and rigorous oversight create trust, which enables new financial infrastructure to scale.

Earlier this month, Cross River Bank, a New Jersey-based financial institution, agreed to integrate RLUSD into its Core Operating System, which connects financial services with payment networks. Businesses on the platform will be able to move funds between US dollars and RLUSD using ACH transfers, wires, and XRP Ledger transactions, which settle in approximately three to five seconds. Availability is currently limited to certain states.

RLUSD operates under oversight from both the OCC and the New York Department of Financial Services. No date has been announced for when Ripple National Trust Bank will begin operating.
