The application process follows Russia's September 1 cryptocurrency law, which established a framework for regulated crypto trading through intermediaries. The new rules cover exchange operators, digital depositories, and operators of information systems used to issue digital financial rights.

Application Timeline and Process

The Bank of Russia will make its electronic application form available on October 5. For exchange operators, the regulator has 30 working days to decide on applications after receiving all required documents. Digital depositories face a 60-working-day review window. These timelines begin only after applicants submit complete documentation, not from the October 5 effective date.

Some existing banks, brokers, and participants in Russia's experimental crypto regime can use an expedited notification route, with different eligibility criteria depending on the role sought. Qualifying firms using this path must submit documents by September 1, 2027.

Separate Decisions Still Required

The October admission procedure does not finalize which assets retail investors may purchase. In August, the Bank of Russia named Bitcoin, Ethereum, and Tether's USDT as candidates for public exchange trading in a draft directive, but that list remains subject to separate decisions.

Russia's crypto law requires testing for both qualified and non-qualified investors and sets a 300,000-ruble annual purchase limit per intermediary for non-qualified investors. For retail traders, the availability of regulated crypto trading depends on both individual firm approvals and the Bank of Russia's final determination on eligible assets.
