Russia's new cryptocurrency law took effect on September 1, 2026, establishing a regulated framework for digital assets under Bank of Russia supervision. The legislation, signed by President Vladimir Putin on August 4, 2026, creates oversight for crypto exchanges, brokers, custodians, and other market operators, with existing participants given until July 1, 2027, to obtain licensing.

Only three cryptocurrencies received approval for retail investors: Bitcoin (BTC), Ethereum (ETH), and Tether (USDT). Other digital assets including XRP, Solana, and Cardano were not included in the initial list. Non-qualified investors must pass a knowledge test and are limited to purchasing up to 300,000 rubles, approximately $3,700, per licensed intermediary annually. Qualified investors face no purchase restrictions.

The law grants cryptocurrencies legal status as property, allowing owners to pursue legal protection over their digital holdings. It also permits exporters and importers to use crypto for international trade payments, offering Russian businesses an alternative settlement method amid banking restrictions.

Despite ownership rights, crypto payments for domestic goods, services, and rent remain prohibited within Russia, with the ruble retaining its position as legal tender. Cryptocurrency use is restricted to investment and international trade purposes.

According to Sberbank, regulated crypto exchanges could handle up to 4 trillion rubles, approximately $46.4 billion, in trading volume during their first year of operation. The bank plans to accept Bitcoin, Ethereum, and USDT as collateral for corporate loans.

The crypto regulation coincides with Russia's broader digital money initiative. Major banks are required to offer digital ruble wallets, and retailers earning more than 120 million rubles annually must accept digital ruble payments.
