Finance officials are expected to meet representatives of major domestic exchanges on October 20. The industry argues that systems needed to handle different transaction types and calculate cost bases remain incomplete. Exchanges contend that a rushed launch risks creating inconsistent tax treatment or redirecting activity to offshore platforms.
South Korea's planned tax rate is commonly described as 22% after local tax is included. The core question centers on whether the supporting reporting infrastructure is ready for millions of transactions across different venues rather than whether crypto gains should be taxed.
A lawmaker's proposal would link the effective date to cross-border data sharing through the OECD's Crypto-Asset Reporting Framework, potentially moving implementation to 2029. Such a measure requires legislative action; a meeting with exchanges alone cannot change the law.
The country's planned crypto tax has already been deferred three times. For investors, the current scheduled date remains January 2027 unless lawmakers act to delay it further. For exchanges, a later timeline could provide additional time to build reporting systems, though another postponement would prolong policy uncertainty.
