South Korea Proposes Two-Year Delay to Crypto Gains Tax, Moving Start to 2029

South Korea's government is seeking to postpone its planned cryptocurrency gains tax by two years, moving implementation from January 2027 to January 2029, Finance Minister Lee Hyoung-il announced on November 5.

The proposal requires approval from the National Assembly before the implementation date officially changes. The government said it intends to use the additional time to improve tax reporting infrastructure, strengthen investor protections, and prepare more comprehensive digital asset legislation.

A Repeatedly Delayed Rollout

South Korea introduced its cryptocurrency taxation framework in 2020, with implementation initially scheduled for 2022. The rollout has been delayed repeatedly over concerns about market readiness, investor protections, and regulatory infrastructure.

Under the existing framework, annual cryptocurrency gains exceeding 2.5 million won would face a combined tax rate of 22%, including local income tax.

Loss Carryforward Proposed

The government is also proposing a three-year loss carryforward mechanism, which would potentially allow investors to offset certain future taxable profits against qualifying losses from earlier years. Officials plan to establish a public-private working group to develop detailed taxation standards.

The announcement follows a petition earlier this year, supported by more than 50,000 South Korean investors, challenging the country's cryptocurrency tax framework.

Aligning With International Reporting

South Korea is preparing to exchange cryptocurrency tax information with the United States beginning in 2029. Aligning the tax implementation timeline with international reporting arrangements could help reduce inconsistencies between domestic and overseas transactions.

The country has also introduced plans to expand corporate cryptocurrency investment under certain restrictions, suggesting a broader effort to integrate digital assets into its financial system.

The proposed postponement does not guarantee higher Bitcoin prices or permanently eliminate future taxation. The actual impact will depend on future legislation, institutional participation, and investor demand.
