The proposal faces significant funding hurdles. Using approximately 245 million adult citizens, the estimated cost would reach $1.2 trillion. Congress would need to approve appropriations before any distribution could occur, meaning an election victory alone would not authorize the payments.

Funding Sources and Revenue Gap

Trump and Vice President JD Vance have pointed to tariff revenue as a funding source. However, the Tax Foundation projects that new tariffs would generate approximately $125 billion in net revenue during 2027, covering roughly one-tenth of the Trump Dividend cost.

The Committee for a Responsible Federal Budget has warned that the payout could increase federal borrowing and inflation without corresponding spending cuts or additional revenue. Tariff revenue projections already appear in deficit calculations, the committee noted.

Ohio Senator Bernie Moreno indicated his intention to prepare legislation for consideration following the November election, but no final eligibility rules or payment timetable have been released.

Medicare Rebates and Separate Program

Separately, the Centers for Medicare and Services scheduled $90 rebates for 20.8 million eligible Medicare beneficiaries this month under an existing federal program. The rebates draw from the Medicare Improvement Fund and total approximately $1.87 billion. Most recipients should receive direct deposits around October 8, with paper checks arriving later in October.

The Medicare rebate operates independently and carries no election condition. It applies only to qualifying Original Medicare Part B enrollees and excludes Medicare Advantage members and those receiving Medicaid premium assistance.

Historical Context on Stimulus and Digital Assets

Research from a published study estimated that initial pandemic stimulus checks increased Bitcoin buying volume against the U.S. dollar by 3.8%, with researchers attributing a 0.6% Bitcoin price increase to those payments. The finding applies only to the first payment round and does not account for broader market conditions, including near-zero interest rates and substantial Federal Reserve asset purchases during that period.

How recipients of the Trump Dividend would allocate funds remains unknown. If implemented, digital asset purchases would depend on household investment preferences and broader monetary conditions.
