USDC Designated as Major E-Money Token Under EU's MiCA Regulation

The European Banking Authority has designated USD Coin (USDC) as the first major e-money token in the European Union under the Markets in Crypto-Assets Regulation (MiCA), introducing stricter oversight for Circle, the stablecoin's issuer.

New Regulatory Requirements for Circle

Starting November 12, 2026, the EBA will supervise Circle's capital, reserves, liquidity, and redemption guarantees. Circle's governance and operational activities will remain under the purview of France's banking authority, the ACPR.

The designation imposes significant compliance obligations on Circle. Most notably, the company must hold at least 60% of USDC reserves in segregated bank accounts—double the 30% requirement previously imposed on non-significant stablecoin issuers. The EBA stated that Circle must meet several additional key elements beyond reserve segregation requirements.

The regulatory framework reflects coordination between the EBA and New York State regulators in overseeing Circle's operations.

Expanding Use Cases Beyond USDC

Circle's Cross Chain Transfer Protocol (CCTP) has moved over $100 million in non-USDC assets, including CirBTC, EURC, and WETH across multiple blockchain networks. The protocol added EURC support in September and CirBTC in late September, expanding the range of assets that can be transferred across different blockchain networks using the same system.

Euro Stablecoin Market Challenges

Euro-pegged stablecoins have struggled to gain traction in the digital asset market, representing just 0.25% of combined euro and dollar stablecoin supply as of October 2026. The market share has fluctuated between 0.15% and 0.27% since January 2024. Euro stablecoins currently total $768 million compared to $306.5 billion in dollar-pegged tokens.

The Qivalis consortium, comprising 37 European banks, recently received an e-money license to issue a euro stablecoin. Adoption will depend on user and business acceptance across on-chain trading, lending, and payment platforms.
