Wyoming Switches State Stable Token to Chainlink CCIP After LayerZero Security Failures

Wyoming has completed a migration of its state-issued Frontier Stable Token (FRNT) from LayerZero to Chainlink's Cross-Chain Interoperability Protocol (CCIP) after identifying repeated security failures at LayerZero Labs.

The Wyoming Stable Token Commission cited mishandled production authorization and loss of control over a critical private key managing a live FRNT deployment as key factors in the decision. The migration spans all eight blockchains supporting FRNT.

Security Concerns Trigger Review

The Commission initiated its security review following a LayerZero bridge exploit connected to the Democratic People's Republic of Korea in April 2026. Attackers compromised offchain infrastructure used by LayerZero's verifier to monitor blockchain activity, allowing them to forge a cross-chain message that released funds on Ethereum based on an event that never occurred on Unichain.

Chief security officer Keith Lawhorn stated the Commission uncovered "a repeated pattern of major operational security failures at LayerZero Labs." He noted that the protocol "places too much responsibility on individual developers to assemble their own security" and identified limited independent verifier options as a structural weakness.

LayerZero CEO Bryan Pellegrino characterized the primary issue as a minor view-only feature that was resolved quickly. Wyoming proceeded with the migration regardless.

Chainlink CCIP Selection

The Commission evaluated LayerZero, Chainlink CCIP, and other cross-chain infrastructure providers across six security dimensions before making its decision.

Lawhorn stated that Chainlink CCIP was "the only cross-chain infrastructure solution that met the Commission's strict security requirements."

Chainlink's oracle network secures approximately 70% of decentralized finance activity and has processed more than $33 trillion in onchain transaction value. The network remained operational during an October 2025 AWS outage that affected LayerZero's Stargate bridge.

CCIP distributes verification across 16 independent, security-reviewed node operators on each supported chain. Transactions pass through an OCR consensus process and separate signing stage designed to prevent a small operator subset from forging messages. The solution carries SOC 2 Type 2 certification and has completed 50 security audits, according to the Commission.

Configurable rate limits by token, lane, and direction serve as circuit breakers to restrict value transfer within set time windows. FRNT now operates exclusively on Chainlink CCIP with added reserve verification integrated into the infrastructure.
