The XRP Ledger's fixCleanup3_4_0 maintenance amendment is running on a new activation timeline after losing validator support behind its earlier countdown. The amendment regained majority backing on October 21, moving its earliest possible activation window to November 4, provided that support continues.
According to the XRPL Dashboard snapshot from October 24 at 07:09 UTC, 32 of 35 trusted validators supported the amendment, representing 91.43% approval. The tracker recorded a new majority timestamp of October 21 at 14:46:22 UTC. The first activation attempt began October 9 and lost majority on October 21 after more than 12 days, failing to satisfy the uninterrupted support period required for activation.
Continuous Support Required for Activation
The XRP Ledger's amendment process requires more than 80% support from trusted validators for two consecutive weeks. If support falls below this threshold, the waiting period restarts when the amendment regains majority again.
Due to the network's checkpoint-based processing, November 4 represents a conditional earliest activation window rather than a guaranteed date at a specific time. Amendment decisions occur through designated ledger checkpoints, meaning the precise timing remains subject to network consensus processes.
Holding XRP does not constitute an amendment vote. The visible validator count demonstrates whether required network support is being maintained throughout the waiting period, but only validators participate in the consensus decision.
Technical Scope of the Fixes
The amendment groups multiple technical corrections affecting several ledger features:
- Vault rounding improvements
- Changes to loan default treatment conditions
- Adjustments to delegated payment permissions, including PaymentBurn and PaymentMint permissions for multi-purpose tokens
- Separation of signing prefixes for sponsor and counterparty signatures
- Modifications affecting automated market makers, trust lines, NFTs, and permissioned exchange functions
The amendment addresses transaction and permission handling rather than introducing new services. The changes concerning delegated PaymentMint permission relate to issued and multi-purpose tokens representing tokenized assets, not native XRP minting authority.
Other lending-related amendments maintain separate voting status and should be distinguished from this cleanup package. The next key development will be whether the amendment sustains majority support through the full two-week window and is subsequently recorded as enabled on the ledger.
