Altcoin market capitalization rose 21% over the past month, yet altcoins' share of the combined Bitcoin-and-altcoin market declined 0.9 percentage points over 90 days as of September 7, according to Glassnode data. The divergence reflects Bitcoin absorbing most gains while higher-beta tokens held ground without outperforming.
Bitcoin recovered approximately 27% from August lows near $62,000, trading close to $79,000 as of September 15. However, BTC remains below the $83,000 to $86,000 band identified as a cost-basis wall, where roughly 1.07 million BTC was acquired almost entirely by long-term holders, with the heaviest concentration near $85,000.
Glassnode's True Market Mean sits near $76,600, functioning as a floor beneath the current recovery. The 10-year Treasury yield briefly touched 5% on September 14, its first such move since 2023, raising the hurdle rate for risk assets globally.
Spot Bitcoin ETFs experienced four consecutive days of outflows totaling roughly $463 million from September 8 to 11, ending a three-week inflow streak. Flows turned positive on September 14 with $159.9 million in net inflows, according to Farside data.
Federal Reserve and Senate Tests This Week
Reports indicate 85% of economists expect the Federal Reserve to raise rates 25 basis points to 3.75%-4% at the September 16 meeting. Futures markets have priced roughly 90% odds of a hike alongside several more increases through mid-2027. Major banks including Goldman Sachs, JPMorgan, HSBC, and Deutsche Bank shifted toward expecting the move following last week's inflation surprise.
The Senate faces a cloture vote on September 15 on the motion to proceed to the CLARITY Act, requiring 60 votes to advance. The bill's core function is establishing clearer SEC and CFTC boundaries across digital asset markets, expanding CFTC authority over digital commodities while maintaining SEC jurisdiction over parts of primary-market activity.
Bitcoin already possesses most institutional infrastructure that clarity would extend to other assets, including spot ETFs, regulated derivatives, established custody, and a settled regulatory identity. The marginal benefit falls more heavily on exchanges, token markets, custody providers, and DeFi platforms still operating under regulatory uncertainty.
Conditions for Broader Crypto Rally
A genuinely broad rally in the fourth quarter—one that moves altcoin market share alongside altcoin prices—would plausibly require both easier monetary policy and statutory clarity to land together.
Glassnode's historical comparison shows a 90-day altcoin-share gain of at least 2.8 percentage points near three of four past Bitcoin peaks. The September 7 reading was negative 0.9 percentage points, indicating that the late-cycle rotation signal was absent.
Key indicators to watch include whether the ETH/BTC pair strengthens and whether altcoin market share—which has slipped for months—finally starts climbing. The continuation of ETF inflows while funding rates and leverage remain contained, and whether high-beta tokens outperform Bitcoin on good news, will also signal market direction.
Scenarios Ahead
The bull case sees cloture clearing on September 15 and the Fed delivering its hike alongside language pointing to a single adjustment rather than an opening move in a longer campaign. Under that scenario, Bitcoin gets its best opportunity at clearing $83,000 to $86,000 and testing options market interest near $100,000.
The bear case has CLARITY stalling in the Senate while the Fed points toward the first move in a longer tightening run. In that scenario, the mid-$76,000s floor comes under strain, and Glassnode's deeper accumulation zone near $62,000 to $65,000 becomes an active downside target. Higher-beta crypto absorbs the brunt of any selloff.
