Cardano Treasury Hits Spending Limit as Governance Faces Allocation Decisions

Cardano's treasury withdrawal allowance has nearly reached its limit, with 42.6 million ADA remaining under the current spending ceiling. The blockchain has exhausted 457.4 million ADA of its 500 million ADA Net Change Limit agreement, leaving minimal room for new funding approvals.

The treasury itself holds approximately 1.38 billion ADA, but the withdrawal allowance operates independently of the total balance. The Net Change Limit agreement covers epochs 613 through 713, running from February 13, 2026, through July 3, 2027. The measure counts only enacted treasury withdrawals, excluding reserve allocations, transaction fees, donations, and returned grant money.

Pending Request Pressures Available Funds

A proposed 22 million ADA request for the Cardano Strategic Copper Reserve would consume more than half the remaining authorized amount if approved. If enacted before other new withdrawals, the available allowance would drop to approximately 20.6 million ADA.

The copper reserve proposal carries a specific trade-off for governance participants. The project commits to returning realized proceeds and unused funds by month 36, but any eventual recovery would not expand the withdrawal allowance for the current period. The full 22 million ADA would count against the ceiling regardless of potential future repayments.

How Treasury Withdrawals Are Managed

Money already withdrawn from the treasury remains available under each program's delivery arrangements. Programs funded through earlier allocations can continue paying for work from previously authorized funds without requiring new treasury withdrawals.

An earlier request from OpenZeppelin for 11.8 million ADA expired without ratification and did not reduce the available allowance. The latest enacted withdrawal was 120 million ADA for AlphaGrowth's Cardano PRIME program in epoch 650, which funds a 12-month initiative with phased releases.

Governance Options Moving Forward

Delegated representatives voting on treasury matters can prioritize requests within the remaining 42.6 million ADA, approve smaller withdrawals, defer proposals until they fit the limit, or propose a new Net Change Limit agreement. The Constitutional Committee reviews whether governance actions comply with the Cardano Constitution, which requires more than 50 percent of active voting stake to approve a new limit.

The current allowance does not reflect recipients' available cash balances or work still owed under existing contracts. As funding decisions approach, governance participants must weigh immediate allocation costs against future capacity needs for the remainder of the authorization period.
