Cardano's treasury administration has converted a portion of development funding into stablecoins, reducing direct exposure to ADA price movements but introducing new layers of complexity for fund distribution.
According to Intersect, which administers treasury-funded projects, approximately 4.5 million USDM and 316,000 USDM have been minted for two development initiatives. The Intersect governance and technical stewardship project is scheduled through July 29, 2027, while Se7en Labs' Daedalus wallet maintenance program extends through September 29, 2027. These conversions were completed through Moneta Digital and placed in live smart contracts as of October 2.
The treasury's broader stablecoin holdings tell a wider story. Intersect's October 9 update disclosed that its 2026 Treasury Reserve Smart Contract had administered a total of 26.1 million USDCx and 4.8 million USDM alongside 201.67 million ADA.
Multiple Conditions Govern Fund Access
Converting budgets to stablecoins addresses price volatility but does not guarantee immediate recipient access. Funds remain subject to several sequential requirements.
Se7en's initial 63,188 USDM payment was marked withdrawn on October 12, though later maintenance milestones carry separate acceptance conditions. Intersect's standard process typically requires evidence of work completion and invoices, with payments normally released 30 days after milestone completion. The smart contract framework is described as operating on a time-based release mechanism that can make payments available even if administrative oversight lapses.
Bridge and Banking Requirements
Converting stablecoins into usable dollars introduces additional steps. USDM redemption requires accounts with identity and anti-money-laundering checks through Moneta Digital, with direct US dollar access limited to residents of 20 licensed US states. Other jurisdictions must route through Norwegian Block Exchange (NBX), subject to eligibility and operating policies.
The 26.1 million USDCx represents a separate redemption path. Circle's xReserve documentation describes USDCx as a separately issued token fully backed by USDC held in reserve. Converting USDCx to native USDC involves burning tokens through a bridge process estimated at two to four hours, including blockchain finality and attestation. Circle, Input Output (IOG), and Midgard can each pause the bridge, while Circle retains discretionary authority over reserve releases for compliance or operational reasons.
Assessing available development funding now requires tracking currency denomination, payment release states, withdrawal authorization, and the redemption routes accessible to individual recipients.
