The Central Committee of the Chinese Communist Party (CCP) has called for the creation of a national blockchain network aimed at fostering deeper integration of China's real and digital economies.
According to a recent opinion issued jointly by the CCP Central Committee and the State Council on developing new productivity qualities, blockchain technology is identified as a key technology for integrating the real and digital economies. The proposal includes building a national blockchain network to manage data more efficiently, working in conjunction with a national integrated computing network.
Data Management and Resource Allocation
The plan calls for improvements to systems governing data property ownership identification, market transactions, rights and interests distribution, and interest protection. It also aims to implement pilot demonstration projects related to data elements and to fully leverage the potential of data elements through blockchain infrastructure.
Construction of such a network would involve in-depth digital transformations, including implementation of the "East data, West computing" project. This initiative involves relocating computing centers from eastern regions to western regions of the country to take advantage of abundant resources in these areas.
China's Broader Blockchain Strategy
China's interest in blockchain technology extends back to 2019, when President Xi promoted it as an "important breakthrough for independent innovation of core technologies." In 2022, the country designated 15 pilot zones, including Beijing, Shanghai, Guangzhou, and Chengdu, to host innovative blockchain applications. At that time, 164 entities—including hospitals, universities, and companies—were selected to carry out these projects.
More recently, in 2025, the People's Bank of China included blockchain technology in its annual strategy, indicating plans to leverage it to "achieve one-stop online processing of cross-border electronic tax payment business."
