The European Union has established a dedicated cryptocurrency task force as part of a new sanctions office designed to coordinate how national authorities apply rules against the circumvention of restrictions using digital assets. The initiative specifically targets crypto networks such as A7, which previously provided a digital ruble stablecoin to skirt financial measures.
Coordination and Scope
During the EU’s tenth high-level meeting on union restrictive measures, the Commission convened to create the sanctions office to analyze how the EU applies sanctions against Russia and how the country adapts to bypass them. Maria Luís Albuquerque, Commissioner for Financial Services and the Savings and Investments Union, stated that the meeting focused on closing loopholes, tackling circumvention, and ensuring consistent implementation across the bloc.
The sanctions office aims to strengthen coordination among member states by integrating policy design, implementation, enforcement support, and anti-circumvention efforts. The 12-month initiative unites member states to maximize the economic impact of these restrictions and is supported by countries including Ukraine and the United Kingdom.
Targeting Digital Assets
The new crypto task force operates within this sanctions office to address the use of digital assets for evading restrictions. EU spokesperson Siobhan McGarry noted that crypto has been utilized as a tool for circumvention. For instance, the A7A5 digital ruble stablecoin registered transaction volumes exceeding $100 billion before facing a sanctions attack that dismantled a US dollar-based exchange network and reduced its operational volumes.
This enforcement action aligns with broader measures, including the EU's inclusion of provisions in its 21st sanctions package that allow for the banning of entire crypto jurisdictions, ordering European exchanges to halt transactions with services established in specific named nations. Meanwhile, the United States has also tightened oversight, with the Treasury's Financial Crimes Enforcement Network blacklisting the MEXC cryptocurrency exchange for processing suspicious transactions linked to sanctioned entities.
