Investors Link Republican-Controlled Congress to Higher Bitcoin Outlook

Investors surveyed by Bloomberg indicate that a Republican‑controlled Congress is viewed as the most favorable scenario for Bitcoin (BTC) to end 2026 above $100,000. The poll, which included 301 traders, portfolio managers and other investors, found 29% of respondents expected this outcome under Republican control, compared with 8% if Democrats win control of Congress.

Respondents also expressed downside expectations. Sixteen percent anticipated Bitcoin falling below $60,000 under a Democratic Congress, while only 5% saw that level under a Republican Congress.

Legislative context

The U.S. election on November 3 will determine which party controls Congress, and lawmakers are responsible for shaping regulations that affect crypto markets. On September 15, the Senate voted 49‑50 on whether to open debate on the CLARITY Act, a bill intended to establish federal rules for crypto. The measure failed to reach the 60‑vote threshold needed for advancement. Following the vote, Bitcoin dropped more than 5%, and shares of Coinbase and Circle fell up to 10%.

Dennis Porter, co‑founder of the Bitcoin policy group Satoshi Action Fund, told BeInCrypto that clear regulatory rules could gradually attract larger institutional investors to crypto.

Survey framing and broader market expectations

When asked about Bitcoin’s year‑end performance under different congressional scenarios, 71% of respondents expected a lower finish under Democratic control, 47% anticipated a lower finish under a split Congress, and 27% expected a lower finish under a Republican sweep.

Even in the most bullish scenario, about 70% of participants did not expect Bitcoin to surpass $100,000, a level roughly 20% above its late‑September price of around $83,600.

Implications for other asset classes

Regarding equities, 65% of those surveyed believed the S&P 500 would either accelerate its gains or maintain its pace under Republican control, while 63% expected slower growth or losses under Democratic control.

For bonds, more than half of respondents anticipated falling Treasury yields—and thus higher bond prices—under a Democratic Congress, compared with only 26% who expected the same under Republican control.

Survey limitations

The poll was conducted via Bloomberg links between October 2 and October 17, and responses were not weighted. Any pending legislation will need to be reintroduced in the new Congress convening in January.
