Senate Targets September 15 Vote on CLARITY Act as House Cuts Legislative Days

Senate Targets September 15 Vote on CLARITY Act as House Cuts Legislative Days

The U.S. Senate has identified September 15 as the target date for a procedural vote on the CLARITY Act, a cryptocurrency market-structure bill, as the legislative calendar tightens. The move comes after House Republicans canceled voting sessions for the weeks of September 21 and September 28, removing eight legislative days from the September calendar and leaving Washington empty after September 17.

The September 15 vote will not be a final decision on the bill. Instead, the Senate is scheduled to vote on cloture for the motion to proceed to H.R. 3633. Supporters need 60 votes to advance past this procedural step. With 53 Republicans in the Senate, backers would need at least seven additional Democratic or independent votes if all Republicans support the motion.

If the motion succeeds, the Senate can formally consider the bill, including debate and amendments. A separate 60-vote cloture vote would then be required to end debate before a final passage vote. The narrow window has created urgency around the September 15 date.

The timing carries particular significance if the Senate passes an amended version. The bill would then need to return to the House for approval of the same version before it could be sent to President Donald Trump for his signature. With the House not expected to return to regular legislative work until after the November 3 midterm elections, any delays could push the CLARITY Act into a post-election lame-duck session.

Circle President Heath Tarbert has characterized the CLARITY Act as essential, stating it would complete the U.S. digital asset regulatory framework.
