Solana Foundation Caps Validator Delegation Program at 12 Months and 100 Validators

The Solana Foundation has revised the rules for its Validator Delegation Program (SFDP), imposing a maximum participation period of 12 months and a cap of 100 validators at any one time. The changes, effective November 6, 2026, also require validators to exit once their external stake exceeds 300,000 SOL.

What changed in the delegation program

Validators are the computers that process transactions and secure the Solana network. They earn rewards based on the amount of SOL staked with them. New validators often struggle to attract stake because delegators prefer established operators, and operators cannot prove themselves without stake. The SFDP addresses this by lending Foundation stake to promising newcomers.

The updated rules set three hard limits:

  • Time: participation is capped at 12 months.
  • Size: the program will delegate to a maximum of 100 validators.
  • Success: validators must exit once their external stake exceeds 300,000 SOL.

Existing participants who already exceed these limits will not be removed immediately. They will be retired in weekly tranches and are allowed to reapply under the new criteria.

Costs and compliance

The program covers vote costs during a participant’s first 12 months on a tapering schedule, starting at 100% and decreasing to 0% after that period. Participants must also meet additional requirements: a maximum 5% commission on staking rewards, software requirements, and limits on concentration in data centers and autonomous system numbers (ASNs). ASNs identify the network provider a server connects through. Concentration limits aim to prevent a single outage from affecting a large portion of the network.

A shrinking footprint

As of Epoch 1077, 337 validators were participating in the SFDP, holding a combined Foundation stake of approximately 23.74 million SOL. That represents about 5% of total staked SOL on the network. At the program’s inception, the Foundation’s share was nearly 44%. The new 100-validator cap is well below the current headcount, which explains the weekly tranche approach to avoid a sudden drop in stake for a large group of validators.

What this means for validators and the network

The changes reinforce the SFDP’s role as a launchpad rather than a permanent home, signaling a shift toward a more market-driven validator ecosystem. The 300,000 SOL exit threshold creates a clear dividing line: validators above it have demonstrated they can operate independently, and keeping them in the program would tie up Foundation stake that could support newer entrants. The data center and ASN concentration limits remain in place, and retired participants can reapply.
