A $202 billion U.S. Treasury coupon settlement scheduled for September 30 will test overnight financing conditions at quarter-end. The settlement includes a reopened 10-year inflation-protected bond and two-, five-, and seven-year notes with public face amounts of $19 billion, $69 billion, $70 billion, and $44 billion, respectively.
Treasury estimates show $143.58 billion of publicly held coupon debt will mature on the settlement date, resulting in $58.42 billion of net new face value. This measure reflects securities issued beyond maturities and does not directly indicate a cash drain or change in bank reserves, as auction prices, inflation adjustments, and Treasury spending can alter the actual cash effect.
The Federal Home Loan Bank of New York characterized financing markets as calm but noted that net new supply could potentially lift repo borrowing rates. SOFR, a broad measure of overnight Treasury-backed borrowing costs, was 3.88% on September 24, below the Federal Reserve's 3.90% rate on bank reserves.
The New York Fed's current schedule calls for approximately $15.6 billion in reinvestment purchases from September 15 to October 14, with no separate reserve-management purchases planned. New York Fed official Roberto Perli stated on September 22 that reserves appeared ample and funding markets had remained orderly.
A sustained increase in SOFR and other overnight lending rates following settlement would represent stronger financing pressure than a temporary quarter-end spike. Observers will monitor whether any market stress spreads across asset classes following the settlement date.
