Trump Meets With Advisers on CLARITY Act Ethics Language Ahead of Senate Vote

President Donald Trump held a closed-door meeting Friday with advisers to discuss contested language in the CLARITY Act, legislation that would establish federal oversight of the cryptocurrency industry. According to Politico, the dispute centers on one paragraph that would prohibit the president, vice president, senior officials, and their spouses from launching or promoting their own digital coins.

The CLARITY Act would divide regulatory oversight between two federal agencies and has support from both the Trump administration and Wall Street. However, the ethics provision remains unresolved as the Senate prepares for a cloture vote Tuesday, September 15—a procedural step required before the chamber can debate the bill.

The Disputed Language

The contested paragraph restricts executive branch officials and their spouses from participating in cryptocurrency launches or promotion. Notably, the restriction does not extend to their children. The Trump family operates World Liberty Financial, a cryptocurrency firm whose USD1 stablecoin received a bank charter in August.

The Senate Banking Committee minority summary indicates that other activities remain permissible under the act, including licensing arrangements, blind trusts, and paid appearances at crypto events.

Path to Passage Uncertain

The cloture vote requires 60 votes to proceed to full debate. Republicans hold 53 Senate seats, meaning at least seven Democrats must cross the aisle. Democrats have indicated they will not support advancing the bill unless the ethics language extends to cover the children of officials.

Republican Senator Thom Tillis recently stated that without White House willingness to modify the ethics provisions, the legislation will fail. The White House has not publicly commented on Friday's meeting or the status of negotiations.

Prediction market data shows shifting sentiment. As of September 8, traders on Polymarket assessed the odds of passage at approximately 16 percent. Following Friday's meeting, those odds increased to 23 percent, though no details of the discussion have been disclosed.
