US Energy Department Opens 40 Million Barrel Reserve Exchange as Bitcoin Awaits Inflation Data

The US Department of Energy has opened an exchange for up to 40 million barrels of crude from the Strategic Petroleum Reserve. The September 29 solicitation offers a potential source of oil for late 2023, though no barrels have been awarded yet. Proposals are due October 6 at 11 a.m. Central, with deliveries scheduled for November and December.

The 40-million-barrel offering falls within the previously announced 172-million-barrel US release commitment. The ceiling represents the volume offered in this round rather than oil already in the market.

Timing and Inflation Data

The timing of the reserve offer creates a significant gap relative to upcoming inflation data. The Bureau of Economic Analysis has scheduled its August personal income and outlays report for September 30 at 8:30 a.m. Eastern, which includes the personal consumption expenditures price index. Because the data cover August, they cannot reflect the September 29 reserve offer or subsequent oil market moves. Under the DOE's announced timeline, newly offered oil cannot reach buyers before the inflation report is released.

Potential Market Effects

Supply announcements can shift expectations before physical oil arrives. If the DOE offer changes oil-price expectations, potential effects on Bitcoin could flow through inflation expectations, bond yields, and Federal Reserve rate outlooks. However, available market data do not demonstrate that this announcement has already moved those markets or Bitcoin prices.

The Federal Reserve raised its policy-rate range to 3.75%-4% on September 16, citing elevated inflation. The July personal consumption expenditures price index showed headline inflation at 3.7% year over year and core inflation at 3.3%. The Treasury's September 29 data showed a two-year yield of 4.89% and a 10-year yield of 5.26%.

The next concrete DOE milestone is the October 6 bid deadline. The amount actually awarded will determine how much of the proposed supply could enter the November-December delivery window.
