XRP Ledger Adds Permission Delegation to Support Institutional Asset Management

The XRP Ledger (XRPL) now allows institutions to delegate specific transaction permissions to other accounts while maintaining control of their primary signing keys. The PermissionDelegationV1_1 amendment went live on October 8 at ledger 107,524,865.

The upgrade enables treasury departments, compliance officers, and asset managers to operate under different levels of authority. For example, a stablecoin issuer can authorize its compliance team to approve counterparties while a separate account executes payments. Account owners can modify or revoke delegated permissions without exposing their primary signing keys during routine operations.

Institutional Use Cases

The framework mirrors the division of responsibilities found in traditional finance, allowing asset issuers and treasuries to manage account responsibilities in familiar ways while protecting their primary keys. However, the current implementation does not support custom spending limits or asset-specific delegation restrictions. XRPL developers also caution against delegating PaymentBurn until fixCleanup3_4_0 activates due to a potential flaw that could allow authorized accounts to mint issued tokens in certain circumstances.

Growing Tokenized Asset Market

The permission controls arrive as XRPL's real-world asset market expands. According to an October 7 RWA Foundation snapshot, XRPL's year-to-date growth in tokenized asset value reached approximately $3.7 billion, excluding stablecoins. This leads BNB Chain's $3.5 billion, Stellar's $2.8 billion, and Solana's $2.2 billion.

RWA.xyz data as of October 9 lists approximately $4.54 billion of represented real-world assets on XRPL and $499 million of distributed assets, excluding stablecoins.

In July, Aviva Investors launched a tokenized share class of its US Dollar Liquidity Fund on XRPL following approval from the Central Bank of Ireland. The share class retains the conventional fund's investment objective, liquidity characteristics, and regulatory protections.

Collateral and Settlement Infrastructure

RippleX outlined five capabilities to support institutional infrastructure development: Permission Delegation, Atomic Batch, Confidential Transfers, Dynamic Multi-Purpose Tokens, and Sponsored Fees. These are designed to enable tokenized assets to serve as collateral outside conventional banking hours.

The Atomic Batch amendment activated on October 9 at ledger 107,540,993, enabling linked transfers to succeed or revert together. Confidential Transfers, Dynamic Multi-Purpose Tokens, and Sponsored Fees remain pending validator approval.
