Crypto asset manager 21Shares has published an investment framework for XRP built on four market pillars: regulatory clarity, institutional access, measurable utility, and fixed supply. The firm's investment strategist Maximiliaan Michielsen identified these factors as anchoring XRP's prospects, though cautioned that network growth alone may not guarantee value appreciation for token holders.

Regulatory certainty forms the foundation of the thesis following the August 2025 resolution of nearly five years of litigation between Ripple Labs and the Securities and Exchange Commission. The SEC's joint dismissal of appeals left the district court's final judgment in effect, including a $125 million civil penalty and an injunction barring Ripple from violating registration provisions of the Securities Act of 1933.

ETF Inflows Signal Institutional Interest

Seven U.S. spot XRP exchange-traded funds began trading from November 2025, building on REX-Osprey's XRPR, which launched September 18, 2025, as the first U.S.-listed spot XRP ETF. The products collected $1.3 billion during their first month and recorded a 55-day inflow streak, with cumulative net inflows reaching $1.70 billion by September 9.

Institutional positions have shifted unevenly. Goldman Sachs held $153.8 million in disclosed exposure at the end of 2025 before exiting during the first quarter, then returned by June 30 with $87.45 million in spot XRP ETF holdings.

Network Activity and Token Economics

The XRP Ledger moved close to half a trillion dollars in onchain value over 12 months, according to 21Shares' analysis. The ledger also supported RLUSD near $1.6 billion and tokenized assets around $4 billion. Multi-Purpose Token specifications allow issuers to embed compliance and asset-management controls directly within token structures, including supply caps, transfer restrictions, and freezes.

XRP's fixed supply of 100 billion tokens created at ledger launch provides the final pillar of the framework. More than 14 million XRP has been burned through transaction costs, while scheduled escrow releases can alter circulating supply without increasing the original cap.

A central risk remains how network activity translates into token value. Institutions can use the XRPL while holding XRP only briefly, meaning higher settlement volume does not automatically create sustained demand for the native asset. 21Shares therefore positions XRP as a bet on tokenized settlement reaching scale, while acknowledging that adoption could outpace value accrual to token holders.
