European Central Bank Launches Pontes Platform for Tokenized Asset Settlement

The European Central Bank has launched Pontes, a wholesale settlement platform that went live on September 21, connecting banks and private distributed-ledger networks to the TARGET payment infrastructure. The platform enables tokenized securities to be settled using central bank money, addressing a major obstacle to institutional blockchain adoption in Europe.

Pontes functions as an interoperability layer designed to bridge blockchain-based markets with central bank settlement. Banks can settle tokenized assets through either the Eurosystem's distributed-ledger technology platform or through T2, its real-time gross settlement system. Settlement in central bank money provides the legal certainty institutional markets require.

The initial service operates on a limited schedule, but the ECB plans to progressively expand operating hours and introduce additional enhancements. The platform's design preserves central bank money at the center of the financial system while giving institutional markets access to the eurozone's settlement infrastructure for tokenized bonds, funds, and other securities.

According to ECB research, tokenized traditional assets on public blockchains reached approximately $43.6 billion in valuation in February 2024, up from $8.5 billion at the start of that year.

The Pontes launch is separate from the ECB's retail digital euro initiative. The central bank plans a 12-month retail pilot beginning in the second half of 2027, involving 36 payment providers and selected merchants. Unlike Pontes, the retail digital euro design is not blockchain-based and would use a centralized settlement platform. Any eventual retail issuance remains dependent on EU legislation, with the ECB targeting potential issuance in 2029.

The ECB's longer-term Appia initiative will use lessons from Pontes as a blueprint for an integrated European tokenized financial system by 2028.
