The future of the Digital Asset Market Clarity Act, known as the CLARITY bill, may be decided this week as Senate Democrats convene to determine their stance on cryptocurrency regulation.

Senate Majority Leader Chuck Schumer called a caucus meeting for Sunday to discuss the party's position on a revised bill draft that Senate Republicans circulated Thursday, which included over 100 changes reportedly requested by Democrats.

On Tuesday, the Senate will vote on whether to advance a cloture motion on the bill or allow it to proceed. For the bill to advance to discussion, it needs support from at least seven Democrats, assuming all 53 Senate Republicans vote in favor.

Remaining Obstacles

Despite earlier bipartisan interest, negotiations have stalled over several key issues. Democrats continue to object to ethics provisions in the bill, with calls for public officials to divest from crypto investments. Community banks also maintain significant concerns about how CLARITY regulates stablecoin yields.

Some Republican senators have likewise expressed opposition to the current stablecoin language, stating they would vote against the bill if that provision is not changed.

On Friday, President Donald Trump met with advisors to consider new language for the ethics provisions, though it remains unclear whether he will agree to Democratic proposals regarding official divestments.

Senator Chris Van Hollen stated that Democrats cannot allow CLARITY to pass as currently drafted, saying it "does nothing to stop Trump's crypto corruption or the use of crypto by bad actors."

Outlook

Prediction market platforms currently assess the likelihood of CLARITY passing this year at approximately 25%, down from a recent low of 14%.
