Senator Lummis Warns CLARITY Act Delay Could Push Crypto Regulation to 2030

Wyoming Senator Cynthia Lummis has intensified calls for immediate Senate action on the CLARITY Act, warning that inaction could delay comprehensive cryptocurrency regulation by years.

In a September 6 statement, Lummis emphasized that if the CLARITY Act fails to advance during the current congressional term, the crypto sector won't see another viable opportunity for market structure legislation until 2030. "Completing this legislative process immediately will prevent us from squandering years of potential in job creation, capital investment, and government revenue generation," the senator stated.

The CLARITY Act's Scope

The legislation aims to establish frameworks for classifying digital assets as either securities or commodities while delineating jurisdictional boundaries between the SEC and CFTC. The measure successfully passed the House of Representatives in July 2025 but has remained dormant in the Senate for more than a year.

A procedural Senate vote is scheduled for September 15. This preliminary motion will determine whether deliberations can advance to a final vote, though full passage before the November elections appears unlikely according to reporting on the legislative timeline.

Obstacles to Passage

Democratic lawmakers have insisted on incorporating ethics standards into the bill, a requirement that remains unresolved in ongoing negotiations. Republican Congressman French Hill noted that "negotiations have progressed to a meaningful stage," though significant barriers persist.

Without passage during the current congressional session, legislators would need to restart the entire legislative process in the next Congress, which operates on a two-year cycle.
